According to the "measures", the VOCs Pollution Charges site industry includes two major categories of petroleum chemical industry, printing and packaging, manufacturing processing of crude oil and petroleum products, organic chemical raw materials manufacturing, the primary form of plastic (8515, - 125.00, - 1.18 - 1.45%), and made of synthetic resin, synthetic rubber (11640. -150.00, - 1.27%) manufacturing, synthetic fiber (polymer) manufacturing, warehousing, packaging and decoration printing seven small class. 

The "VOCs method", is referred to volatile organic compounds with specific conditions of the. Volatile organic compounds consist of non methane total hydrocarbon alkane, alkene, alkyne, aromatic hydrocarbon), containing oxygen organic compounds (aldehyde, ketone, alcohol, ether, etc.), halogenated hydrocarbons, containing nitrogen and sulfur compounds. Directly to the atmospheric emissions of VOCs pilot industry enterprises should pay the sewage charges VOCs. Each discharged VOCs VOCs sewage charges levied. VOCs sewage charges by VOCs emissions equivalent to the equivalent number of pollution levy. The "measures" also stipulates that the petrochemical industry, the VOCs emissions of sewage, should be distinguished from the production process of VOCs pollution sources, respectively, to take the actual calculation, material balance and model calculation. VOCs in the benzene, toluene, xylene and other pollutants have been levied on the sewage charges, should be deducted from the amount of VOCs emissions. 

VOCs emissions costs increase

According to "China's industrial source VOCs emissions of space and time distribution characteristics and control strategy research" statistics, in 2010 the domestic industrial source VOCs emissions of about 13 million tons, of which Sinopec [micro-blog], printing were 2 million 100 thousand tons, 900 thousand tons. The assumption that all VOCs are charged according to 8 yuan /kg, the annual levy amount will reach 104 billion yuan, including petrochemical, printing industry accounted for 24 billion yuan. 

Estimates of the problem still exists 

Although the "measures" have been published, but entered the practical stage, experts believe that emissions are still a major problem. Luan Zhiqiang said that the petrochemical and packaging printing industry has become the first pilot of the two industries, because it solves "how to calculate emissions", though there are still some errors.
